Egypt’s presidential Housing for All Egyptians initiative is approaching a landmark milestone of one million affordable housing units, further cementing its status as the largest housing programme for low- and middle-income citizens in the country’s history.
According to the latest report issued by the Ministry of Housing, Utilities and Urban Communities, the initiative has made significant strides in expanding access to affordable housing while providing unprecedented levels of financial support and mortgage financing to eligible beneficiaries.
The report revealed that 809,185 fully finished and serviced housing units designated for low-income citizens have been completed nationwide. Construction is currently underway on an additional 200,271 units, bringing the total number of completed and ongoing units to more than one million.
Beyond social housing, the initiative is also advancing projects targeting other income segments. A total of 32,456 housing units for middle-income households have been completed or are under development, while 54,600 environmentally sustainable Green Housing units are being implemented as part of Egypt’s broader efforts to promote sustainable urban development and environmentally friendly communities.
The initiative has mobilised substantial financial resources through close cooperation between government institutions and the banking sector.
Mortgage financing extended to beneficiaries has reached approximately EGP 99.7bn, provided through a network of 23 banks and eight mortgage finance companies. The financing programmes offer subsidised, declining interest rates aimed at making home ownership more accessible for low- and middle-income households.
In addition, the government has provided EGP 10.4bn in direct cash subsidies to eligible beneficiaries, helping to reduce housing costs and support down payments and monthly mortgage instalments.
According to the report, around 688,000 citizens have already received their housing units and benefited from the programme’s financing and subsidy mechanisms.
The initiative’s progress coincides with ongoing government efforts to increase private-sector participation in affordable housing development.
Private developers are being engaged to deliver housing units across eight new cities, including Hadayek Al Assema (Capital Gardens), New October, and New Obour. The move is intended to accelerate construction activity, expand housing supply, and enhance the efficiency of project delivery.
The Ministry of Housing, through the Social Housing and Mortgage Finance Fund, has also expanded its digital infrastructure to improve transparency and accessibility for citizens.
Integrated online platforms have been launched to manage applications, inquiries, complaints, and appeals. According to the report, the systems have processed hundreds of thousands of transactions while maintaining a response rate exceeding 99%.
Citizens who do not meet programme eligibility requirements are provided with streamlined mechanisms to recover reservation deposits and quarterly payments through automated post office branches, helping ensure transparency and directing support to those most in need.
The Housing for All Egyptians initiative remains a cornerstone of Egypt’s social protection strategy, reflecting the government’s commitment to improving living standards and expanding access to adequate housing.
Beyond providing homes, the programme seeks to create integrated, secure, and sustainable communities that enhance quality of life for low-income families while supporting Egypt’s broader urban development objectives.
As the initiative moves closer to the one-million-unit mark, it continues to play a central role in addressing housing demand, promoting financial inclusion, and expanding access to home ownership across the country.
