Maya Morsy, Minister of Social Solidarity, held a meeting with the team overseeing the Strategic Financial System for Economic Empowerment at the Ministry, in the presence of Hala El-Said, Economic Adviser to the President, to review the programme’s progress.
The discussions underscored that economic empowerment has become a central strategic pillar for the Ministry, reflecting a shift from traditional support-based approaches towards development, productivity, and sustainable livelihoods.
The system targets vulnerable groups capable of working, with the number of partner entities reaching 34, including government ministries, state institutions, private sector companies, and civil society organisations. Regular coordination meetings are held to ensure integration across programmes, maximise impact, and avoid duplication of services provided to priority households.

The review also covered the system’s comprehensive packages, which include 10 financial, banking, and non-financial products. These span expanded access to financial services through both physical and digital channels for the first time, alongside financing solutions, digital savings mechanisms, productive asset transfers, investment in digital gold, and sector-specific agricultural and industrial projects. The system also incorporates employment, insurance, and production programmes.
Importantly, the initiative relies on existing allocations from partner entities, avoiding any additional fiscal burden on the state, while enabling a meaningful transition from social protection to economic production.
In addition, the system offers awareness and training programmes, as well as microfinance and digital financial inclusion services through the “Tahweesha” (Savings) application. It also provides marketing support for crafts and products via an e-commerce platform and “Diarna” exhibitions, alongside microinsurance services and the “Ezraa” (Cultivate) initiative.
For her part, Hala El-Said emphasised that economic empowerment is the foundation of effective social protection, praising the growing integration between the postal system and Nasser Social Bank in delivering financial services to target groups.
