Egypt’s international development agency and the Union of African State Councils and Supreme Administrative Courts signed a memorandum of understanding on Sunday to launch joint judicial training and capacity-building programmes across the continent.
The agreement, aimed at strengthening the rule of law and institutional capacity in African nations, was signed between the Egyptian Agency of Partnership for Development (EAPD) and the Union at the Princess Fawkia Palace, the historical headquarters of the Egyptian State Council.
The ceremony was attended by Minister of Foreign Affairs, International Cooperation and Egyptian Expatriates Badr Abdelatty and President of the State Council Counsellor Mahmoud Ibrahim Abou El-Dahab.
In a speech at the event, Abdelatty stated that the agreement reflects Egypt’s commitment to supporting joint African action. He noted that building institutional capacity, exchanging expertise, and enhancing national competencies are fundamental pillars for achieving sustainable development, entrenching good governance, and supporting stability in Africa.
The foreign minister added that the memorandum represents a practical framework for launching joint training programmes with African nations, aligning with the continent’s Agenda 2063 development strategy. He highlighted the EAPD’s role in implementing technical programmes based on partnership, mutual respect, and South-South cooperation, while praising the Egyptian State Council’s long-standing expertise in administrative justice.
Addressing the ceremony, Abou El-Dahab emphasised Egypt’s pivotal role in supporting African judicial cooperation. He said the protocol with the EAPD marks a new step towards deepening continental integration in training and capacity building to support sustainable development efforts.
Abou El-Dahab noted that the Union of African State Councils and Supreme Administrative Courts was established in 2022 following an initiative launched by President Abdel Fattah al-Sisi during Egypt’s chairmanship of the African Union in 2019. The union, which maintains its permanent headquarters in Egypt, aims to gather administrative judicial bodies to coordinate views on legal issues and consolidate administrative justice across the continent.
The signing was also attended by Counsellor Nasser Abdel-Kader, Vice President and Secretary-General of the State Council, and Ambassador Nermine El-Tawahri, Assistant Foreign Minister and Secretary-General of the EAPD.
