Egypt affirmed to High Representative of the Peace Council Nikolay Mladenov the necessity of implementing all provisions of the Gaza plan, comprehensively including humanitarian aid and Israeli withdrawal, the Egyptian Foreign Ministry said on Sunday.
During a telephone call, Egyptian Foreign Minister Badr Abdelatty stressed to Mladenov the need to complete the entitlements of US President Donald Trump’s plan for the Gaza Strip. He also emphasised the importance of empowering the National Committee for the Administration of the Strip to assume its duties from within the enclave.
The Egyptian Foreign Ministry stated that the call addressed the “follow-up on implementing the roadmap for completing the entitlements of the peace plan in Gaza.”
Abdelatty highlighted the importance of committing to all agreed-upon terms, including ensuring full, safe, and sustainable access for humanitarian aid and completing the Israeli withdrawal from the Strip. The ministry noted this would pave the way for the transition to the second phase and support early recovery and reconstruction efforts.
Discussing arrangements for the upcoming phase, the Egyptian foreign minister stressed the “importance of empowering the National Committee for the Administration of Gaza to begin its temporary duties from inside the Strip.”
Abdelatty urged moving forward with arrangements to deploy an international stabilisation force tasked with monitoring the ceasefire. He said this would support security and stability during the transitional phase and preserve Palestinian territorial integrity, ultimately leading to empowering the Palestinian National Authority to assume its full responsibilities in the Gaza Strip and the West Bank.
Furthermore, Abdelatty stressed the necessity for all parties to “fulfil their obligations and refrain from taking any measures that would hinder the course of implementation or undermine the progress achieved.”
He reiterated the importance of “continuing efforts aimed at establishing stability in the Gaza Strip and creating the necessary conditions for the transition to the next phase of the peace plan.”
Meanwhile, Israeli Prime Minister Benjamin Netanyahu stated on Sunday that Israel rejects the 15-point Gaza plan regarding the disarmament of the Strip, which was presented by the Peace Council at the end of July in an effort to complete Trump’s plan.
“Israel will not withdraw from Gaza until the Hamas movement is completely disarmed,” Netanyahu said. “There will be no Palestinian state in Gaza or in the West Bank as long as I am Prime Minister.”
Last week, Netanyahu said that Israel did not agree to the Peace Council’s plan to disarm Hamas, despite the movement having agreed to it.
Repeating remarks attributed to “senior Israeli officials” in a video posted on Facebook, Netanyahu stated that Israel will not withdraw “from our current lines” in the Gaza Strip “until Hamas is completely disarmed.”
This position appears to contradict the disarmament plan, which stipulates an Israeli withdrawal to the original “Yellow Line” inside Gaza. Israel had withdrawn to that line under a ceasefire and hostage release agreement in October 2025, but has since expanded its control over the Strip from 53 per cent to more than 60 per cent, according to the Times of Israel.
