Ahmed Rostom, Minister of Planning and Economic Development, chaired an expanded meeting attended by officials from the Ministries of Planning and Finance to review the latest developments in the implementation of Programme and Performance Budgeting (PPB) and discuss a number of technical and operational issues. The meeting reflects the ongoing coordination between the two ministries to enhance the efficiency of the national planning system and strengthen the management of public investment and public finances.

During the meeting, Rostom stressed that Programme and Performance Budgeting is one of the most important tools for strengthening the planning system and public financial management. He said the approach links financial resources to development programmes and objectives through measurable performance indicators, ensuring that public spending is directed towards achieving tangible outcomes that reflect the state’s priorities.

He also emphasised the government’s commitment to firmly embedding this methodology as a cornerstone of strategic planning, while strengthening integration between national development planning and the state budget. The minister explained that the system plays a central role in improving the efficiency and transparency of government spending by relying on clear indicators to measure outputs, outcomes and development impact. This supports evidence-based decision-making and ensures the continuous evaluation of government performance.

Rostom added that the methodology is aligned with the State Planning Law and the Unified Public Finance Law, and forms part of the government’s broader efforts to implement a modern monitoring framework linked to the Sustainable Development Goals (SDGs). He also highlighted the importance of building the capacities of government personnel responsible for implementation across all relevant entities.

Furthermore, he noted that expanding the application of Programme and Performance Budgeting represents a strategic shift from focusing solely on expenditure items to measuring results and the tangible development impact experienced by citizens. The approach reinforces the principles of transparency and accountability while ensuring the highest possible development return on public spending, in line with the objectives of Egypt Vision 2030.

For his part, Yasser Sobhy, Deputy Minister of Finance, presented an overview of the current status of Programme and Performance Budgeting implementation and the progress achieved to date. He underscored the importance of maintaining close coordination and integration between the Ministries of Finance and Planning and Economic Development to ensure a unified methodology and consistent concepts across all government entities.

Sobhy explained that the two ministries have reached full agreement on the structure of the main and sub-programmes. He added that the current discussions focus on completing the review of the projects and activities associated with these programmes to improve the accuracy of financial classification and strengthen the direct link between budget programmes and their intended development outcomes.
