US President Donald Trump has announced the formation of an international security force and two oversight boards to manage the transition of the Gaza Strip, including the appointment of Egypt’s intelligence chief to a high-level executive body.

Major General Hassan Rashad, the head of the Egyptian General Intelligence Service (GIS), has been appointed to the newly established Gaza Executive Board. Rashad joins a group of international and regional leaders tasked with supporting effective governance and the delivery of services as the region transitions from conflict.
The security pillar of the framework will be led by Major General Jasper Jeffers, who has been named Commander of the International Stabilization Force (ISF). The White House stated that the ISF will lead security operations, support comprehensive demilitarisation, and ensure the safe delivery of humanitarian aid and reconstruction materials.
These developments mark the beginning of Phase Two of the “Comprehensive Plan to End the Gaza Conflict,” a 20-point roadmap endorsed by United Nations Security Council Resolution 2803 (2025). The transition is overseen by the Board of Peace, chaired by President Trump.
A founding Executive Board has been formed to provide strategic oversight and mobilise international resources. The appointed members are:

- World Bank President Ajay Banga
- Robert Gabriel
To manage ground-level administration, the National Committee for the Administration of Gaza (NCAG) has been established under the leadership of Dr. Ali Sha’ath. A respected technocrat, Sha’ath will oversee the restoration of core public services and the rebuilding of civil institutions. He will be supported by Nickolay Mladenov, who has been appointed High Representative for Gaza to act as the primary link between the Board of Peace and the local administration.

The Gaza Executive Board, which includes General Rashad, is composed of several high-ranking international figures:

The White House said the United States remains fully committed to this framework in partnership with Israel and key Arab nations. Additional members for both the Executive Board and the Gaza Executive Board are expected to be announced over the coming weeks.
