Egypt reviews health insurance funding mechanism to ensure long-term sustainability

Egypt’s Deputy Prime Minister and Minister of Health and Population, Khaled Abdel Ghaffar, chaired a key meeting on Monday with the leadership of the Universal Health Insurance and Healthcare Authorities to discuss strategic funding and sustainability plans for the national health insurance system, according to a statement from the Health Ministry.

Finance Minister Ahmed Kouchouk participated in the meeting, while Investment and Foreign Trade Minister Hassan El-Khatib joined remotely via video conference.

Ministry spokesperson Hossam Abdel Ghaffar said the discussions centered on the “solidarity contribution” outlined in the health insurance law. The meeting reviewed various proposals aimed at securing long-term financing for the system, ensuring that service commitments to citizens are met without interruption.

Officials also assessed past contribution rates and explored potential adjustments to the calculation mechanism. The goal was to ensure a fair distribution of financial burdens among stakeholders, especially in light of the economic challenges currently facing businesses.

Minister Abdel Ghaffar directed that a clear timeline be established to finalize the proposed financial and legislative amendments. He stressed the importance of refining the solidarity contribution model as a cornerstone for the sustainability of Egypt’s comprehensive health coverage initiative.

The discussions were based on detailed actuarial studies, Abdel Ghaffar added, noting that the proposed changes would aim to ease the financial burden on businesses—particularly those struggling with profitability—while preserving the financial integrity of the health insurance system and its capacity to deliver universal healthcare services.
