Egypt’s Ministry of Housing, Utilities and Urban Communities will open applications for 25,000 new housing units under rental and rent-to-own schemes starting 20 September, as part of efforts to diversify housing solutions and expand access to affordable accommodation.
Housing Minister Randa El Menshawy said the offering is being launched in line with President Abdel Fattah Al-Sisi’s directives to expand the availability of housing units under rental schemes, particularly to support young people and newly married couples.
The offering comprises 15,000 units for low-income citizens under the rental component of the presidential “Housing for All Egyptians 9” initiative, alongside 10,000 units offered by the New Urban Communities Authority (NUCA) under a rent-to-own system.
Applications for the 10,000 rent-to-own units will be submitted through NUCA’s Maskan platform between 20 September and 19 October 2026. The units include approximately 5,000 completed homes and another 5,000 units planned for construction across 26 new cities.
Deputy Housing Minister for New Urban Communities Walid Abbas said the completed units range from 57 to 161 square metres and are located across cities including New Cairo, Badr, El Shorouk, New Obour, New October, New Alamein, New Mansoura, New Damietta, 10th of Ramadan and New Aswan.
Meanwhile, the 5,000 units planned for construction will be distributed across eight new cities, with areas ranging between 90 and 126 square metres.
Abbas added that 5% of the total units will be allocated to people with disabilities who meet the eligibility requirements. Allocation will be conducted through a public lottery among qualified applicants.
For the 15,000 rental units under the Social Housing and Mortgage Finance Fund, applications for people with disabilities will open from 20 to 27 September, while applications for all eligible citizens will run from 28 September to 28 October.
The offering includes 8,464 units in governorates, 3,256 units in new cities and 3,280 completed units under the presidential Hayah Karima initiative.
Mai Abdel Hamid, CEO of the Social Housing and Mortgage Finance Fund, said the fund will provide rental support of up to EGP 100,000 over the duration of the lease, depending on beneficiaries’ income levels and unit sizes.
Applicants can access the terms and conditions through Egypt’s Digital Platform starting 20 September. The maximum net monthly income is set at EGP 16,000 per household, while applicants must be between 21 and 35 years old at the closing date of the announcement.
El Menshawy said the initiative reflects the ministry’s broader strategy to diversify housing access mechanisms and provide flexible, sustainable alternatives to conventional homeownership.
