Talaat Moustafa Group Holding (TMG Holding) has begun handing over residential units at its Noor development in Capital Gardens City, marking the start of occupancy at one of the group’s largest developments and reinforcing its delivery schedule amid an acceleration in handovers across its portfolio.
The announcement of the first handovers generated significant engagement across social media platforms, with users praising both the project and TMG’s adherence to its announced delivery timelines.
The campaign accompanying the handover also attracted positive reactions for its creative execution and its focus on the experience of residents receiving their homes and beginning life within the new community.
The start of deliveries has also prompted growing interest among prospective residents and investors regarding sale and rental prices at Noor, as well as the services available within the development.
TMG plans to provide management and operational services from the first day of handover, allowing residents to move into an operating community with access to essential services and facilities as occupancy gradually increases.
Deliveries accelerate across TMG portfolio
The commencement of handovers at Noor comes amid a broader acceleration in deliveries across TMG’s developments.
During 2025, the group delivered approximately 3,196 units, an increase of 5% compared with 2024, placing it among Egypt’s leading developers in terms of the number of units handed over during the year.
The momentum continued into 2026. TMG delivered approximately 1,459 units during the first half of the year, compared with 631 units during the corresponding period of 2025, representing an increase of 131%.
During the second quarter alone, the group handed over 1,034 units, compared with 80 units in the second quarter of 2025, an increase of 1,193%.
The sharp rise reflects an acceleration in construction and completion rates across the group’s developments, with a growing number of units entering the final handover stage.
Half-a-trillion-pound development
Noor is being developed over approximately 5,000 feddans in Capital Gardens City, with total planned investments estimated at EGP 500bn.
The project is designed as a large-scale smart and green city and is expected to comprise approximately 140,000 residential units, ranging from apartments to villas.
Once fully developed, Noor is expected to accommodate around 600,000 residents, positioning it among Egypt’s largest new urban communities and a significant component of the country’s expansion of fourth-generation cities.
TMG has enlisted four international consulting firms — SWA, Sasaki, Perkins Eastman and Boston Consulting Group (BCG) — to contribute to the planning and development of Noor.
The master plan aims to establish an integrated urban community combining contemporary housing, public spaces, community facilities and sustainable development principles.
The project also incorporates smart-city technologies and infrastructure as part of TMG’s plans to introduce a modern model for urban development that integrates residential, commercial and service components with technology and sustainability.
Strategic location in East Cairo
Noor occupies a strategic location along East Cairo’s development corridor, opposite Capital International Airport and the New Administrative Capital.
The development extends directly along the Cairo–Suez Road, with a frontage of approximately 2.7 kilometres, and is located near the Regional Ring Road.
It also provides access to several major residential and commercial areas in East Cairo, including New Heliopolis, El Shorouk, Madinaty and New Cairo.
The project’s location is expected to become increasingly significant as population and urban development continue to expand eastwards.
East Cairo currently has an estimated population of around 4.5 million, with that figure projected to reach approximately 10 million by 2030.
The anticipated population growth is expected to support demand for large-scale integrated communities that combine housing with commercial, recreational and essential services.
With the first units now being handed over, Noor is moving from the development stage into its operational phase, with residents beginning to occupy the city while construction and delivery continue across subsequent phases.
For TMG, the milestone adds to a growing pipeline of completed units across its portfolio and reflects the group’s strategy of developing large-scale integrated communities capable of accommodating Egypt’s expanding urban population.
