Samara Land Transportation Services Co., a subsidiary of Alturki Holding, announced on Tuesday the launch of an electric golf cart assembly manufacturing project in Saudi Arabia through a newly established joint venture with Raya Holding.
The project combines Samara’s strong leadership and deep market presence in the Kingdom with the manufacturing and mobility expertise of Raya Holding through its mobility arm and portfolio company, Raya Auto. The joint venture aims to localise the assembly of electric golf carts, provide comprehensive after-sales services, and develop skilled local talent to serve key sectors including hospitality, tourism, construction, and urban development.
The initiative comes in response to growing demand for efficient and sustainable mobility solutions across large-scale projects in Saudi Arabia. It is expected to contribute to job creation, technology transfer, and the development of local manufacturing capabilities, in line with the Kingdom’s economic diversification goals under Vision 2030. Production is targeted to exceed 3,000 electric golf carts over the next two years.
Commenting on the partnership, Bader AlShathry, Chairperson of Samara Land Transportation Services Company in Saudi Arabia, said the joint venture marks a step toward establishing a “Saudi-assembled” standard for electric mobility. He noted that the partnership integrates advanced connectivity solutions with best-in-class after-sales support, delivering a quality-driven customer experience rooted in long-term vision and local value creation.
Ahmed Khalil, Group CEO of Raya Holding, said the collaboration reflects Raya’s commitment to sustainable mobility and industrial localisation in the Kingdom. Through Raya Auto, he explained, the company is bringing a collaborative model that combines Raya’s innovation and technical expertise with Samara’s market leadership and local insight to advance next-generation mobility solutions in Saudi Arabia.
“This joint venture reinforces our long-term commitment to the Saudi market and aligns closely with Vision 2030 objectives for industrial localisation and sustainable economic growth,” Khalil added.

Meanwhile, Mohamed El-Naggar, CEO of Raya Auto, said the joint venture builds on Raya Auto’s proven track record in Egypt’s electric mobility sector, where it has developed integrated solutions across electric golf carts, e-buses, and electric vehicles. He noted that the same comprehensive model—covering manufacturing, distribution, and after-sales services—will be applied in Saudi Arabia to ensure operational excellence and market leadership.
