In a story titled “Government cuts promised 30 percent annual raise to 5 percent , which ran on May 9, 2009, Daily News Egypt reported that the social raise was initially promised to be 30 percent. This percentage was promised for 2008. There was no indication that the 30 percent increase was also promised for 2009.
