Cairo targets end-April deadline for state firm listings in expanded IPO drive

Egypt will temporarily list 10 state-owned companies on the stock exchange within two weeks, with the remainder of a 20-firm batch scheduled for listing by the end of April 2026, Assistant Prime Minister Hashem El-Sayed said on Tuesday.

The timeline was announced during a meeting chaired by Prime Minister Mostafa Madbouly to review the status of state-owned enterprises and the latest updates to the government’s offerings programme. The meeting included Hussein Issa, Deputy Prime Minister for Economic Affairs, and El-Sayed, who also serves as the Chief Executive of the State-Owned Companies Unit.

El-Sayed, tracking the status of the 20 companies formerly under the Ministry of Public Business Sector, confirmed that the first 10 would be listed temporarily within a maximum of 14 days. The remaining companies are expected to follow by the end of April.

In a parallel development, Issa outlined the status of 40 companies slated for transfer to the Sovereign Fund of Egypt. He noted that several meetings have been held to finalise their positions, and the necessary legal and administrative procedures for the transfer are currently being processed as part of a strategy to optimise the use of state assets.

The government has agreed on a revised methodology for its offerings programme, according to El-Sayed, designed to significantly enhance disclosure and transparency across all listed entities. This framework aims to broaden the investor base for those seeking to acquire shares in these companies.

El-Sayed added that international institutions have expressed significant interest in and praise for the government’s current measures, specifically regarding the temporary listings and the subsequent preparation of fair value studies for the companies involved.

These procedures are expected to increase the market capitalisation of the Egyptian Exchange and expand the scope of the government’s privatisation initiatives, El-Sayed said.
