Egypt’s Ministry of Communications and Information Technology and EY Middle East and North Africa (EY MENA) have signed a memorandum of understanding (MoU) to establish a regional consulting and IT outsourcing hub in Egypt, a move expected to create more than 1,000 specialised jobs over the next three years.
The agreement, signed between the Information Technology Industry Development Agency (ITIDA) and EY MENA, provides a framework for expanding the company’s operations in Egypt while supporting talent development and strengthening the country’s digital services export capabilities.
The planned centre will serve clients across the Middle East and North Africa, delivering a broad portfolio of business consulting and advanced technology services from Egypt.
The announcement was made during a meeting between Egypt’s Minister of Communications and Information Technology, Raafat Hindi, and senior executives from EY MENA, including Omar Ouda, Head of Consulting at EY MENA; Ahmed El Zaher, CEO of ITIDA; Mahmoud Safrouta, ITIDA’s Deputy CEO; and Tamer Abou El Azm, EY Egypt Consulting Leader.
“The expansion of EY MENA through the launch of a regional outsourcing and consulting centre reflects Egypt’s growing attractiveness as a destination for global investment in cross-border technology services,” Hindi said.
He added that the project reinforces Egypt’s competitiveness in high-value outsourcing services, supports the growth of digital exports, creates specialised employment opportunities, and strengthens the country’s position as a regional hub for technology services and business consulting.
The new centre will provide integrated consulting services spanning business consulting, risk advisory, human capital and organisational transformation, alongside advanced technology services, including cybersecurity, digital engineering, data analytics, artificial intelligence, enterprise platforms, and technology transformation strategies.
EY intends to leverage Egypt’s highly skilled workforce to deliver these services to clients across the MENA region.
Ouda described Egypt as a strategic destination for the firm’s regional expansion, citing its young talent pool, advanced digital infrastructure, and strategic geographic location connecting regional and international markets.
“The memorandum of understanding with ITIDA demonstrates EY’s long-term commitment to the Egyptian market. It will support the localisation of advanced services, facilitate knowledge transfer, and equip Egyptian professionals to work on major digital transformation projects across the region,” he said.
Ahmed El Zaher, CEO of ITIDA, said the agency remains committed to supporting multinational companies expanding in Egypt through workforce development initiatives and programmes designed to prepare young professionals to deliver high-value digital services to regional and global markets.
He added that EY’s expansion further strengthens Egypt’s competitiveness as a destination for outsourcing and digital services exports by capitalising on the country’s engineering talent and investment advantages.
