Health Ministry approves first guide for programmes and performance budget

Minister of Health and Population Khaled Abdel Ghaffar approved on Sunday the first guide for balancing programmes and performance in the health sector titled ‘The Programme and Performance System of the Ministry of Health and Population. Concepts and Application Objectives.’

The programme aims to serve as an advanced reference document that ensures preparation, good implementation, accurate follow-up, and optimal evaluation of the general budget of the health sector in the country.

Abdel Ghaffar stressed that the programme aims to ensure the efficiency of expenditures, monitor the effectiveness of performance, and achieve the greatest benefit from the available resources. It also provides a degree of flexibility in the face of crises.

The programme also ensures the achievement of the desired results in the development and improvement of services provided to citizens, which is a true translation of the government’s work programme in accordance with the UN sustainable development goals (SDGs) and Egypt’s 2030 Vision.

Hossam Abdel Ghaffar — Official Spokesperson for the Ministry of Health and Population — explained that the guide includes defining government spending on the health sector, the system of programmes and performance, and the objectives of their application. 

It also includes the components of the programme and performance system, the structure of health sector programmes, health care services, the structure of health sector programmes with strategic goals, and performance measurement indicators and methodology for dealing with indirect costs.

The spokesperson stressed that the implementation of the Programmes and Performance Budget system is one of the tools for economic and social reform through the development of main and sub-programmes, each with accurate and executable performance indicators with a specific timetable to help take the appropriate decision to complete or stop the programme.

For his part, Director-General of the General Administration of Planning and Follow-up Mohamad Noah added that the implementation of the budget aims to improve government performance, as responsibilities are determined in light of the established competencies in accordance with the law.
