Egypt to expand innovative long-term financing tools to support national, private projects

Ahmed Rostom, Minister of Planning and Economic Development, said the government is continuing structural reform efforts outlined in the State Ownership Policy Document and the government IPO programme to create greater space for the private sector to lead economic growth.

He added that the government is expanding innovative long-term financing tools, diversifying funding sources, and enhancing liquidity to facilitate the expansion of national and private projects, while digitally broadening the tax base.

Rostom made the remarks during a meeting with representatives of major financial institutions and credit rating agencies in Egypt to review macroeconomic developments, current performance indicators, and key features of the National Economic Transformation Programme.

The meeting was attended by senior officials and representatives of the United Nations, World Bank Group, International Monetary Fund (IMF), European Bank for Reconstruction and Development (EBRD), African Development Bank (AfDB), International Finance Corporation (IFC), European Union, International Labour Organisation (ILO), Japan International Cooperation Agency (JICA), Swiss Agency for Development and Cooperation, and Islamic Development Bank Group, in addition to representatives of a number of international credit rating agencies.

Rostom stressed that the meeting reflects the government’s commitment to maintaining continuous communication and exchanging expertise and views with international financing and credit rating institutions.

He explained that despite slower global growth and regional geopolitical tensions, the Egyptian economy has demonstrated notable resilience, recording growth of 5.1% at the end of fiscal year 2025/2026, with positive indicators continuing into the current fiscal year.

Rostom noted that the National Economic Transformation Programme was developed based on existing sectoral strategies, the Industrial Development Strategy, and the National Employment Strategy. He stressed that the programme serves as a growth accelerator, aiming to shift the economy away from reliance on consumption towards production, exports, and investment.

He added that the government is maintaining ongoing coordination with the Ministry of Finance, the Central Bank of Egypt (CBE), and other ministries to respond promptly to global developments.

Moreover, Rostom announced that coordination is underway to develop the legal and legislative frameworks governing commercial arbitration, with the aim of improving the investment climate and protecting investors’ rights.

He also stressed that the programme includes comprehensive measures to support entrepreneurship, startups, and high-growth businesses and enhance their competitiveness.
