FRA approves four companies for non-banking financial activities

The Financial Regulatory Authority (FRA), chaired by Islam Ezzam, has approved four companies to engage in a range of non-banking financial activities, as part of its ongoing efforts to enhance the efficiency and competitiveness of the sectors under its supervision, expand financial services, strengthen Egypt’s investment appeal and broaden access to financial services.

The approvals include the granting of a temporary licence to Al Ahly Healthcare Services to conduct Third Party Administrator (TPA) activities under the Unified Insurance Law No. 155 of 2024 and the FRA’s Decision No. 229 of 2025, which establishes the regulatory framework governing the activity.

With this latest approval, the FRA has now granted temporary licences to nine companies to operate as Third Party Administrators (TPAs), while one company has received a temporary licence to conduct specialised medical insurance, or Health Maintenance Organisation (HMO), activities. A number of other companies are still in the process of meeting the regulatory requirements.

The Authority also approved the registration of the Egyptian Services and Collection Company in its register of companies authorised to collect financial receivables on behalf of non-banking finance companies and institutions. The company becomes the third to be registered for debt collection activities, while applications from more than 30 other companies are currently under review.

In addition, the FRA authorised Prime Securities Brokerage to trade government securities and financial instruments in the secondary market. Arabeya Online Brokerage also received approval to trade Global Depositary Receipts (GDRs) corresponding to securities listed on the Egyptian Exchange (EGX).

The Authority grants such approvals as part of its constitutional and legal mandate to regulate and supervise non-banking financial markets and instruments, including capital markets, futures exchanges, insurance activities, mortgage finance, financial leasing, factoring and securitisation. It is also responsible for approving the establishment and licensing of companies operating in these sectors.

Incorporation and licensing decisions are issued based on the recommendations of the FRA’s Committee for the Incorporation and Licensing of Companies and their Branches. The committee examines applications and issues preliminary and final approvals for companies, reviews requests to add new activities and business mechanisms, and considers applications to open, close or relocate branches.

The committee is also responsible for approving amendments to companies’ articles of association, remuneration and incentive schemes, overseeing changes to companies’ legal and regulatory status, including entry into or exit from the legal frameworks governing securities and consumer finance companies, and examining applications for liquidation or the voluntary temporary suspension of business activities.
