Egypt implements EGP 215.5bn in green public investments during FY2024/25

Egypt implemented approximately EGP 215.5bn in green public investments during the 2024/25 fiscal year, with transport projects accounting for the largest share, according to a report reviewed by Minister of Planning and Economic Development Ahmed Rostom.

The report highlights the government’s progress in integrating environmental sustainability into national development plans, expanding the share of green public investment, supporting the transition to a green economy, and strengthening climate change mitigation and adaptation efforts.

According to the report, green public investments implemented during FY2024/25 totalled around EGP 215.5bn across seven key sectors.

Green transport accounted for the largest share of total green public investment at 71.5%, followed by projects under the presidential Decent Life initiative at 10.5%, sustainable urban development at 8%, environmental improvement projects at 4.5%, agriculture and irrigation at 3%, clean energy at 1.5%, in addition to investments in the communications sector.

The report also showed that 87% of green public investments were directed towards climate mitigation projects, while the remaining 13% supported climate adaptation initiatives.

Rostom said the growing share of green public investment reflects the state’s commitment to expanding environmentally sustainable projects under the National Climate Change Strategy and Egypt’s broader green transition agenda in line with international standards.

He added that the sustained increase in green investment has also contributed to improving Egypt’s ranking in the Public Investment Management Assessment (PIMA) from a climate perspective.

The minister said the government aims to raise the share of green public investment from 15% of total public investment in FY2020/21 to around 60% during the current FY2026/27.

He said the target demonstrates the state’s commitment to achieving sustainable development and accelerating the transition to a green economy by directing a larger share of public spending towards environmentally friendly projects, improving resource efficiency, reducing emissions, and strengthening the resilience of key sectors to climate change.

Rostom reaffirmed the ministry’s commitment to integrating environmental sustainability criteria throughout the preparation, implementation, and monitoring of the state’s investment plan, supporting more sustainable and inclusive economic growth, advancing the objectives of Egypt Vision 2030, and reinforcing Egypt’s role in regional and international climate action.

He noted that FY2024/25 witnessed significant green investment across a wide range of strategic projects, including the Cairo Metro, the high-speed electric rail network, new and renewable energy plants, integrated solid waste management systems, and hazardous medical waste treatment facilities.

Major climate adaptation projects implemented during the fiscal year included wastewater treatment plants, canal rehabilitation and lining works, desalination plants, coastal protection and development projects, soil improvement initiatives, and the modernisation of on-farm irrigation systems.

With regard to the Decent Life initiative, Rostom said green public investments during FY2024/25 covered the construction and upgrading of wastewater treatment plants, canal rehabilitation and lining projects, as well as the construction and modernisation of drinking water treatment facilities.
