Sharm El-Sheikh – Milagros de Camps — Vice Minister of Environment of the Dominican Republic — said that “the negotiations are proceeding very slowly despite all attempts to advance the agenda of damages and losses, implementation of climate adaptation, and pressure to come out with a satisfactory recommendation for all parties of the COP27”
She stressed in a statement to Daily News Egypt on Saturday the importance of agreeing on the main points of implementation mechanisms before reaching the COP28.
“We really need implementation steps. Enough pledges. We need financing, especially the implementation of the Paris Agreement to give $100bn to climate change, as well as updating the rules on financing in order to help countries mitigate the effects of climate change.”
She also pointed out that all previous recommendations and pledges have not been implemented, and from each conference to another, pledges are made without any implementation towards climate change or steps taken to curb the 1.5°C threshold.
“The Paris Agreement concluded in 2015 obliges countries to work to keep the average increase in the planet’s temperature below 2°C above pre-industrial levels and to target limiting the increase to 1.5°C. We need a specific global system that is adopted by all parties to implement climate justice,” de Camps added.
“While developed countries are also facing an impact on climate change, when they see an impact on their GDP, they act. For us, it takes decades to bridge this gap.”
Despite her concerns, the minister did thank Egypt for hosting the COP27 on behalf of the Dominican Republic, noting that her country had started talks with Egypt to cooperate together to launch initiatives in the field of the environment.
