Prime Minister Mostafa Madbouly announced the completion of 23,741 infrastructure projects during the first phase of the “Decent Life” presidential initiative, a massive national scheme aimed at developing rural villages.
During a meeting at the government headquarters in New Alamein City on Monday, Madbouly reviewed the executive steps for concluding the remaining Phase 1 operations and the handover of finished projects. Of the completed developments, 18,195 have already been transferred to relevant operators to begin delivering essential services to citizens.
The initial phase of the initiative targets a total of 1,477 villages. Between July 12 and August 24, 2026, required works were concluded in 57 villages, bringing the total number of fully upgraded villages to 907.
Madbouly emphasised President Abdel Fattah El-Sisi’s profound interest in the continuous monitoring of the project. The prime minister noted that the initiative is designed to fundamentally change the landscape of the Egyptian countryside, delivering a real shift in the quality of services provided to citizens and advancing the state’s goals for comprehensive development.
The meeting also outlined preparations for the launch of the initiative’s second phase. Officials reviewed efforts to maximise coordination among relevant authorities to ensure a strong start that expands the project’s goals into new villages, while leveraging the operational experiences and investments of the first phase.
The in-person session was attended by Minister of Health and Population Khaled Abdel Ghaffar, Minister of Transport Kamel Al-Wazir, Minister of Finance Ahmed Kouchouk, Minister of Social Solidarity Maya Morsy, and Minister of Housing, Utilities and Urban Communities Randa El-Menshawy. They were joined by Deputy Minister of Housing for Utilities Ahmed Omran, Head of the Armed Forces Engineering Authority Walid Aref, and officials from project consultant Dar Al-Handasah. Participating via video conference were Minister of Local Development and Environment Manal Awad, Minister of Communications and Information Technology Raafat Hindi, and Minister of Planning and Economic Development Ahmed Rostom.
