Egyptian Prime Minister Mostafa Madbouly said on Monday that government excellence should be an inherent work culture rather than a periodic award, as he honoured winners of the fourth Egypt Government Excellence Award.
“Excellence is not just a prize awarded periodically, but a work culture that must remain an inherent characteristic of daily practices in all institutions,” Madbouly said following the distribution of awards to various government entities and individuals.
The ceremony, held under the patronage of President Abdel Fattah al-Sisi, was attended by Egyptian ministers and officials from the United Arab Emirates. The awards programme, launched in 2018, is part of a strategic partnership between Egypt and the UAE to exchange expertise and design performance indicators for the Egyptian administrative system based on the Emirati model.
Ohood Al Roumi, the UAE Minister of State for Government Development and the Future, said the partnership is supported by the leadership of both nations and is focused on modernising government strategies. She added that excellence is measured by its impact and a belief in “investing in the future” of human capital.

Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation, said the awards aim to create an efficient administrative apparatus that applies governance concepts to improve the quality of life for citizens and enhance the state’s competitiveness.
The fourth edition of the awards introduced several new categories, including health directorates across Egypt’s 27 governorates and customer service centres for the Holding Company for Water and Wastewater. The water utility category was established through a memorandum of understanding to implement internal excellence awards within the company and its subsidiaries.
Organisers also implemented a new scientific methodology to train and develop 300 evaluators using internationally recognised assessment tools.
The award programme includes 19 categories divided into institutional and individual honours. These include awards for ministries, governorates, and public universities, as well as specific recognitions for electronic services, innovative initiatives, equal opportunities, and women’s empowerment. Individual awards cover senior leadership, department managers, and the best civil servants and work teams.
