President Abdel Fattah Al-Sisi said on Monday that Egypt’s hosting of the Global Outsourcing Industry Summit reflects international confidence in the country’s capabilities in the information and communications technology (ICT) sector, which has become a key driver of economic growth and job creation.
Al-Sisi met with leaders of 52 major Egyptian and international companies operating in outsourcing and ICT services on the sidelines of the summit, held in Cairo on 9–10 November 2025, in the presence of Prime Minister Mostafa Madbouly and Communications Minister Amr Talaat.
Presidential spokesperson Mohamed El-Shenawy said the president thanked the companies for their confidence in the Egyptian market, noting the signing of 55 new agreements with the Ministry of Communications and Information Technology to create 75,000 new jobs over the next three years.
Al-Sisi said Egypt has implemented a national digital strategy to transform the ICT sector from a service-based activity into a productive export-oriented industry, emphasizing that human capital is the core of this transformation. He highlighted ongoing efforts to expand the pool of skilled Egyptian professionals in partnership with global universities and institutions.
The president stressed that Egypt is integrating digital education into its national system and is determined to remove barriers for foreign investors, citing political and economic stability as a key attraction for global business.
Minister Amr Talaat said outsourcing has become Egypt’s fourth strategic economic sector, alongside industry, agriculture, and tourism. He noted that digital training programs have grown from 4,000 trainees annually to 800,000, and that Egypt’s digital exports from outsourcing doubled between 2022 and 2024.
The minister added that the ICT sector’s annual growth rate now ranges between 14–16%, raising its share of GDP from 3.2% in 2018 to 6% in 2025. Egypt has also ranked first in Africa for fixed internet speed for the fifth consecutive year, while Cairo is listed among the world’s top innovation and entrepreneurship hubs.
