Egypt’s Deputy Prime Minister and Minister of Health, Khaled Abdel Ghaffar, on Sunday witnessed the signing of a new Country Cooperation Strategy (CCS) between Egypt and the World Health Organization (WHO) for 2024–2028, outlining a roadmap to enhance public health and strengthen the national healthcare system.
According to a Health Ministry statement, the strategy aims to support Egypt’s efforts to modernise health infrastructure and build national capacities toward achieving universal health coverage (UHC), in line with the Sustainable Development Goals (SDGs) and Egypt Vision 2030.
Abdel Ghaffar met with Naeema Al-Gasseer, WHO Representative in Egypt, and senior ministry officials to discuss implementation mechanisms for the strategy, which focuses on promoting health and well-being across all life stages, strengthening health systems for UHC, expanding access to quality essential services, enhancing preparedness and response for health security, and advancing leadership, governance, and digital health innovation.
The minister affirmed that Egypt, under the leadership of President Abdel Fattah El-Sisi, places top priority on reinforcing healthcare systems and ensuring equitable access to medical services, describing the partnership with WHO as “longstanding and constructive.”
He added that the new strategy builds on a history of fruitful collaboration and reflects a shared commitment to translating Egypt’s Health Strategy 2025–2030 into concrete action plans that raise service efficiency and broaden access nationwide.
Health Ministry spokesperson Hossam Abdel Ghaffar said the CCS was developed following an in-depth assessment of Egypt’s health priorities and extensive consultations between ministry teams, WHO experts, development partners, and UN agencies. He noted that the document serves as a reference framework for technical cooperation over the next five years and a model for aligning national priorities with global health policies.
The strategy was signed on behalf of the Health Ministry by Deputy Minister Mohamed El-Tayeb, and on behalf of WHO by Naeema Abid, the organization’s representative in Egypt. The ceremony was attended by Deputy Ministers Ablah El-Alfi and Amr Kandil, as well as senior officials from both the Health Ministry and WHO.
