Egypt’s Ministry of Transport has signed a memorandum of understanding (MoU) with Chinese company Xiamen C&D to develop a specialised dry bulk terminal at Al Max Port in Alexandria, as part of efforts to develop Greater Alexandria Port and the Sokhna–Alexandria logistics corridor.

The MoU was signed by the Alexandria Port Authority, represented by its Chairperson Ehab Salah, and C&D, represented by its Managing Director and CEO Lü Rongdian. The signing ceremony was attended by Minister of Transport Kamel Al-Wazir, Deputy Minister of Transport for Maritime Affairs Nehad Shaheen, Maritime Transport Sector Head Hussein El-Geziry, and officials from both sides.

According to the ministry, the terminal is the first of four planned at Al Max Port.

The project aims to strengthen Egypt’s position as a regional hub for transport, logistics and transit trade, while expanding the role of Egyptian ports in international trade and integrating them more closely into global supply chains.

The proposed development plan includes upgrading marine berths to accommodate large vessels, expanding storage yards, modernising cargo-handling facilities and establishing a logistics centre to streamline truck movements.

It also includes improving connections with the national railway network to strengthen integration between maritime, rail and road transport.

Al-Wazir said the project would involve developing a specialised terminal for non-clean dry bulk cargo, supported by storage yards, silos and advanced cargo-handling facilities.

The design includes two main berths capable of accommodating large cargo vessels. Upon completion, Alexandria Port is expected to be able to accommodate three large vessels simultaneously, the minister said.

The project is also expected to create thousands of direct and indirect jobs during construction and operation, particularly in transport, logistics, storage and supporting industrial services.

Al-Wazir added that the terminal would help reduce supply chain costs, improve the movement of raw materials and finished products, and enhance the competitiveness of Egyptian exports, particularly in the cement, steel and heavy industries.

The technical plan also incorporates an environmental management system designed to comply with international standards, the ministry said.

The project forms part of the government’s broader strategy to modernise Egyptian seaports, attract foreign investment and expand private-sector participation in transport infrastructure, in line with Egypt Vision 2030.

For his part, Lü Rongdian said Chinese President Xi Jinping’s visit to Egypt and his meeting with President Abdel Fattah El-Sisi had helped attract Chinese companies to the Egyptian market and opened up investment opportunities across several sectors, including transport, logistics and related industries.

Lü thanked the Ministry of Transport for its confidence in C&D and its support for cooperation with the company.

He added that C&D aimed to make the project one of the most significant maritime transport and port developments in the Mediterranean.

The company would work with its Egyptian partners to accelerate implementation and ensure efficient delivery, he said, describing the terminal as a potential starting point for further cooperation in developing other port terminals and manufacturing commercial vessels.

Such cooperation would help strengthen bilateral ties and expand collaboration across supply chains, Lü added.
