The Financial Regulatory Authority (FRA), chaired by Islam Azzam, has required all non-bank financing companies and entities to submit monthly activity data through its dedicated electronic platform within the first 15 days of each month, covering the preceding month. The Authority will also reopen the platform from 12 to 29 October to allow all entities to submit outstanding data and review and verify information entered since the beginning of 2026.
Circular No. 7 of 2026 requires non-bank financing entities to submit the required monthly data through the platform established by the FRA between the first and fifteenth day of each month, covering the preceding month.
The circular also requires entities to conduct a thorough review of their data before submission, ensuring that all information is accurate, complete and consistent with the actual records available to the Authority, with no discrepancies or errors.
As an exceptional measure, the FRA has decided to reopen the platform to all non-bank financing entities from Monday, 12 October, until Thursday, 29 October 2026. The measure aims to ensure that all required data is submitted and that information entered by the entities since 1 January 2026 is reviewed and verified for accuracy and completeness, with any necessary corrections or amendments made.
Azzam said the requirements would strengthen the Authority’s supervisory and regulatory capabilities across the non-bank financial market by ensuring the availability of comprehensive data on financing activities and improving its quality and completeness. This would enable the FRA to conduct more rigorous assessments and analyses of performance indicators across individual activities, identify potential risks at an early stage and address challenges more efficiently.
He added that compliance with the monthly data submission and review requirements, including the correction of any discrepancies, would support the FRA’s efforts to achieve full integration between the databases of non-bank financing companies and entities and the Authority’s own database.
This integration would ensure that information is continuously updated and made available on a regular basis, enabling the FRA to develop more accurate indicators for each activity and share them with market participants. Such indicators would also help companies develop their products more quickly to meet customers’ growing needs, he said.
The FRA Chairman previously issued Decision No. 2684 of 2026, requiring consumer finance companies to establish the necessary technological infrastructure to link their databases with the Authority’s database. The decision took effect on 24 September.
Under the decision, companies must provide specific data, including customer information immediately after financing applications are approved; real-time details of transactions involving the purchase of goods or acquisition of services by customers; classifications of the goods and services financed by each company; customer classifications based on repayment regularity; and data on companies’ financial soundness, together with the relevant indicators.
