FRA explores developing Egyptian Movable Collateral Registry services

The Financial Regulatory Authority (FRA) has launched an extensive dialogue with stakeholders to develop the services, procedures, and electronic operating system of the Egyptian Movable Collateral Registry, in line with directives from FRA Chairperson Islam Azzam to monitor the effectiveness of services provided by the registry and identify key observations and proposals to improve their efficiency. The move aims to facilitate financing procedures and enhance the use of movable assets as collateral for financing.

The FRA conducted a survey of creditors to assess the services, procedures, electronic operating system, and mechanisms for dealing with the registry. The responses included a number of observations and proposals that prompted the Authority to hold a detailed meeting to discuss them and identify the practical challenges facing users of the system.

A meeting was held at the FRA’s headquarters for this purpose, chaired by Mohamed Abdel Aziz, FRA Assistant Chairperson and supervisor of the Egyptian Movable Collateral Registry, with the participation of members of the Movable Collateral Registry Unit, representatives of a number of creditor entities registered with the registry, and representatives of E-Finance for Digital and Financial Investments, the current operator of the Egyptian Movable Collateral Registry. The meeting discussed the key findings of the survey and related proposals.

The meeting examined in detail the technical and operational challenges raised by creditors, as well as observations submitted by registry users. It also explored ways to develop the services provided and improve creditors’ experience in dealing with the system, in line with developments in the services and updates to the Egyptian Movable Collateral Registry.

The proposals will undergo the necessary technical and legal review ahead of determining the implementation mechanisms and priorities in accordance with technical capabilities and the legislative framework governing the registry’s operations.

This will be carried out through continuous coordination and follow-up with E-Finance and creditors, allowing progress to be monitored, compliance with implementation requirements assessed, and the impact of the proposals on the efficiency and ease of using the registry evaluated. This will contribute to developing the registry’s services and procedures and addressing the challenges raised by creditors.

These steps are part of the FRA’s ongoing drive towards digital transformation and the development of the technological infrastructure supporting non-banking financial services, as well as efforts to enhance the Egyptian Movable Collateral Registry and improve the efficiency of its services, delivering greater effectiveness and flexibility in dealing with movable collateral while keeping pace with the needs of financial institutions, creditors, and other system users.

It is worth noting that the number of registrations in the Egyptian Movable Collateral Registry rose from 254,814 in February 2026 to 285,015 in August, representing a growth rate of 11.9%. The value of registrations also increased during the same period from around EGP 4trn to EGP 4.6trn, marking an increase of approximately 15.4%.

Movable collateral refers to assets used by their owners as security to obtain financing for investment activities. In this context, the FRA established a central electronic registry to record and publicise security interests over movable assets, allowing them to be registered, amended, and cancelled. This reduces financing costs, the time required to verify collateral, and credit risks, while also improving the quality of information available on collateral and enhancing transparency.

The FRA stressed that it will continue developing the Egyptian Movable Collateral Registry and improving the efficiency of its services, ensuring greater effectiveness and flexibility in dealing with movable collateral.
