Planning and Economic Development Minister Ahmed Rostom has unveiled the Citizen Investment Plan for Beheira governorate for the 2026/2027 fiscal year, allocating EGP 9.9bn in public investments to finance 422 development projects across infrastructure and human development sectors.
Rostom said the allocations represent a 33% increase compared with the previous fiscal year and account for 1.2% of total public investment nationwide. The projects are intended to address the governorate’s development priorities while improving the quality of public services.
Beheira Governor Jacqueline Azzer welcomed the increased investment, saying it reflects the state’s commitment to advancing development across the governorate’s cities and villages.
She said the governorate is working closely with the Ministry of Planning and Economic Development to direct funding towards priority projects, particularly those aimed at improving citizens’ quality of life and upgrading basic infrastructure.
Rostom said the ministry continues to monitor project implementation through regular field visits to ensure public investments are utilised efficiently and deliver tangible benefits for citizens.
He added that projects are selected through a participatory budgeting approach involving governorates, local administrations, and civil society to enhance transparency, strengthen community participation, and ensure investments reflect local priorities.
The minister noted that the Citizen Investment Plan initiative publishes detailed information on development programmes in every governorate to encourage public participation in monitoring projects and identifying investment priorities. The plans are also available through the ministry’s Sharek mobile application.
According to the ministry, the housing sector will receive the largest share of planned investments in Beheira, accounting for 22% of total allocations. Higher education and transport each account for 16%, followed by local development at 14%, while pre-university education and healthcare each receive 11%.
Earlier on Tuesday, Rostom held an expanded meeting with Governor Azzer during a field visit to review the implementation of Beheira’s development projects and investment plan for FY2026/2027. The visit came in line with directives from President Abdel Fattah Al-Sisi and Prime Minister Mostafa Madbouly to strengthen engagement with citizens and closely monitor project implementation on the ground.
During the meeting, Azzer reviewed the governorate’s key development projects, saying they are expected to improve public services and facilitate daily life for residents. She also stressed the governorate’s commitment to maintaining close coordination with the ministry to monitor implementation rates and address any obstacles that could delay project completion.
Rostom reaffirmed the ministry’s commitment to providing the financing required under the national economic and social development plan and within the framework of public investment governance.
He said localising development across Egypt’s governorates remains one of the ministry’s strategic priorities through measures including improving the investment allocation formula to ensure a fairer distribution of public spending, implementing the Excellence and Performance Incentives initiative, and issuing reports tracking progress towards achieving the Sustainable Development Goals at the local level.
Following the meeting, Rostom and Azzer inspected the governorate headquarters redevelopment project. The minister said the ministry is providing the necessary funding to accelerate completion of the project, which includes upgrading the technological service centre and the organisation and administration building to improve institutional efficiency and public service delivery.
The two officials also toured the redevelopment of the railway station square, the university hospital building, the one-day services building, and the Faculty of Medicine building, with combined investments of around EGP 4.8bn. They concluded the visit with an inspection of the new Egyptian-Japanese School in Damanhour, which the ministry described as a flagship educational project aimed at enhancing the quality of education in the governorate.
